Contracts are often critical to a business and are extremely valuable assets. Their value is often recognised in times of dispute, yet if the process is mutually accepted and understood, referral to them is minimal. Recent policy, legislative and regulatory reform in African government institutions is focused on enhancing service delivery to all the people of Africa. Good practice contract management has the capacity to increase revenue opportunities, decrease costs and enhance service delivery. Contracts are often managed manually and by multiple managers without an enterprise wide approach. A multitude of rules and complex decision making can lead to inflexibility, poor planning, extended lead times and below par service delivery.

 

This workshop will equip delegates with the knowledge to understand and apply the public institutional policy and legislative imperatives determining the issues of government planning, decision-making and service delivery and the manner in which these impact on contracts and contract management. Case studies will be discussed, and delegates will get the opportunity to apply what they have learned in practical exercises

BA, BA Hons, Masters in Administration, Diploma in Financial Planning

Japie was with Spoornet for over 17 years, where he occupied various management positions up to the level of Executive Management. He built on his experience at Spoornet and is currently in the skills development area, where he lecturers at several educational and training institutions. His focus areas are: Transport and Fleet, Taxation, Financial Planning, Economics, Financial Management, Accounting (Both in the Public Service and Private Sector), Cost Management, Business Ethics, Corporate Strategy and Strategic Management. As a Lecturer, he has presented a number of training programs at Regional and Local Government. Which include Public Financial Management and Budgeting, Finance and Reporting, Asset Management, Policy Development and Analysis, Advanced SCM and Procurement in the Public Sector, Performance and Risk based Auditing amongst others.

 

Colin Botha

  National Diploma in Public Administration, BA Police Science and Criminal Law

Colin started his career in 1982 at the Department of Transport, Roads and Public Works and finished his time there on a Deputy Director Level. Altogether he worked for the Free State Provincial Government for almost 20 years. He was Head of the Procurement responsible for training in Supply Chain Management (SCM) of all Departments in the Free State. From 1992 – 1999 he was at Free State Treasury where he was responsible for the SCM implementation, controlling and evaluating procurement and the provisioning of administrative assistance with regards to the compilation, advertisement and conclusion of tenders. Colin is a well-known presenter in the field of Public Management and presented courses on Supply Chain Management, Contract Management, Asset Management, Disposal Management and Logistics Managements amongst others to all National, Provincial Departments and Municipalities. Colin consulted to numerous Municipalities on the implementation of SCM and Asset Management projects
